Second Air Force drone crash in a week, this time on Florida highway

An unmanned drone aircraft crashed alongside a Florida highway Wednesday morning, after launching from Tyndall Air Force Base. Eyewitnesses who saw the explosion say the drone exploded during take-off, and left a trail of smoke along U.S. Route 98 as seen above. More unsettling is the fact that this is the second drone from Tyndall Air Force Base to crash within the last seven days.

Since the aircraft was a drone, no one was onboard. No one was hurt in the crash. But the drone crashed alongside a highway with heavy traffic, and this represents the second crash of a QF-4 drone since a drone from Tyndall AFB crashed over the Gulf of Mexico this past Wednesday.

WJHG NBC has the story and some video from the drone crash in Northern Florida Wednesday morning. U.S. Route 98 remains closed, and will for another 24 hours -- because of the possibility of further explosions.

Both drones that crashed in the last week are QF-4 drones, which were not originally built to be drones. They're kind of older jets, and they haven't been used for fighting or bombing since the 1970s, when they were known simply as F-4s. The Air Force began converting these old F-4s into QF-4 drones in the late 1990s.

Air Force personnel cannot begin clearing the wreckage until tomorrow, because the drone was equipped with a self-destruct charge -- that is, an explosive mechanism that is supposed to blow up the plane should it ever leave its prescribed path. Though the plane crashed, that explosive device has not gone off yet, and could anytime within 24 hours of the crash.

"The status of this [explosive] device is unknown however, it is powered by a short-life battery which will be fully depleted in 24 hours," Tyndall Air Force Base said in a statement.

People like me who are not in the Air Force have to be wondering -- why are we flying drones on U.S. soil? Aren't drones just for shooting things in Afghanistan or blasting guys from Al-Qaeda?

The drones being used at Tyndall AFB are reportedly being used as targets to evaluate air-to-air missile systems. Obviously, the U.S. military has good reasons to not go into deep detail about these operations. But the drones are apparently being used pretty much for target practice (though the Air Force does not intend for them to crash or be destroyed).

There is also the inconvenient fact that drones are being used in the U.S. for surveillance purposes.

Drones are also being used increasingly by police and fire departments, and the FAA has approved commercial drones that will start flying in 2015.

Most commercial and domestic drones are not giant airplanes. They're smaller devices that can be flown unmanned for photography or surveillance. Though the skies will fill with more drones in the future, most of us will never know they're there -- that is, until they crash into something.

Gautier to negotiate new union contracts with firefighters and police

GAUTIER, Mississippi -- Gautier's mayor Gordon Gollott and city council ratified more than 30 city contracts Tuesday night, but existing contracts with the police and fire unions were not approved. Instead, the council authorized City Manager Samantha Abell to negotiate new contracts with the firefighters and police.

"I assured them they will lose no ground," Abell said, "but there will be concessions."

Abell said whatever agreement is reached has to be something the city can afford. The policemen are represented by IBEW, Local Union 733, and the firefighters, IAFF, Local 3290.

The current union contracts were negotiated more than 10 years ago.

The meeting started with a briefing from Larry Dailey, chairman of the city's recreation advisory committee. Dailey said the committee was working tirelessly to distribute flyers and posters and make presentations at every possible venue to get the vote out for the Aug. 27 referendum on a 2 percent sales tax on prepared food and lodging for the purposes of improving parks and recreation.

Any group or organization wanting a program on the recreation plan may contact Gautier City Hall to arrange it.

Dailey's presentation was followed by Martha Duvall who has been spearheading efforts to obtain the privately-owned Twelve Oaks historic home to transition into a Mississippi Humanities Field Station with a mission to "transform the way the world sees Mississippi, its people and heritage."

The house was built on the site of the McRae Hotel, a pre-Civil War vacation resort for the coastal area.

Supporters envision a multi-disciplinary center that would attract artists, writers, musicians, historians, philosophers, anthropologists, students and others to interact and share ideas in this historic setting. Volunteers have been working for more than two years on a plan to create the center.

The mayor and council gave an enthusiastic response and authorized a letter of support for its establishment as requested by the Gautier Historic Preservation Commission.

Duvall said additional support is coming from the Mississippi Humanities Council, Mississippi Department of Archives and History, Jackson County Historical and Genealogical Society and others.

"It would be a center that would attract people here to study about our state," she said. "They would stay in our hotels and eat in our restaurants. It could also be used as a conference center."

Ward 2 Councilman Hurley Ray Guillotte said, "There is so much history there. This is a really good program."

Ward 3 Councilman Casey Vaughan said, "It is a wonderful piece of property and I am glad to see someone interested in preserving the old home."

In other action, the mayor and council:

? Tabled for a second time until Aug. 20 the reappointment of the city attorney giving Abell time to review incoming proposals.

? Terminated a contract with G&K Services, provider of uniform service to parks and recreation, mechanics and some maintenance employees.

? Continued a website maintenance agreement with AD2, Inc., until Aug. 31. Abell said she was looking at other options, one being web site maintenance in-house.

? Authorized Abell to negotiate terms of a franchise agreement with Cable One, Inc., and terms of a video service agreement with AT&T Mississippi.

? Ratified the professional service agreement with ClearWater Solutions, LLC.

? Authorized Abell to initiate and request activation from the Mississippi Department of Transportation for the 2013 Safe Routes to School grant funding. The grant is intended to enable and encourage children, including those with disabilities, to walk and bicycle to College Park Elementary, and make bicycling and walking to school a safer and more appealing alternative.

U.S. District Judge Thelton Henderson, San Francisco, set a 90 day deadline last week to relocate 2600 prisoners from two prison facilities within the state of California. As of now the Dept. Of Corrections and Rehabilitation has no idea where the inmates will be displaced. California currently has 33 adult prisons.

The U.S. District Judge has ordered the transfer of the most medically at risk patients which make?up?the group of 2600.

CBS?reported, ?Valley fever is caused by soil fungus in California?s Central Valley and Arizona, CBS News correspondent Ben Tracy reported. The tiny spores can be inhaled after they?re kicked up by wind or construction.

About half of the infections produce no symptoms while most of the rest can bring mild to severe flu-like symptoms. In a few cases, the infection can spread from the lungs to the brain, bones, skin or eyes, causing blindness, skin abscesses, lung failure and occasionally death.

One-hundred-fifty-thousand people get valley fever each year; 160 die. That?s rare compared to other diseases, but valley fever cases have jumped 900 percent between 1998 and 2011. It?s a bigger threat than West Nile virus and Lyme disease.

The two prisons, which house a combined 8,100 inmates, are about 10 miles apart and 175 miles southeast of San Francisco.

?Transferring thousands of inmates is an extremely complex process. It will take time,? Hoffman said. ?We must identify where to send individual inmates and which inmates from other facilities can be transferred into Avenal and Pleasant Valley.?

Transferring less vulnerable inmates into the two prisons could create an additional problem if those inmates object.

?This is a hard question. We are concerned about the risk to other prisoners,? said Don Specter, director of the nonprofit Prison Law Office and lead attorney in the lawsuit involving Valley fever. ?The question is, `How great is the risk???

He deferred to J. Clark Kelso, who was appointed by Henderson to oversee medical care within the state prison system.?

It has also been reported that prisoners can opt out of being transferred, but must first prove they do not meet the criteria of the venerable population.

Some speculate that there could be other ?internal? agendas behind the transfer. Also raising the question of the safety of correctional officers and inmates during such a procedure (transfer).

Enen more interesting is the fact that there is a current order to release over 10,000 inmates by the end of 2013 to help reduce prison crowding and improve the health of inmates according to officials.

A report issued Tuesday by the National Institute for Occupational Safety and Health details how certain measures and modifications can be implemented at the state prison facilities, raising the eyebrows of some as they wonder who will privately profiteer as prison facilities and encompassing services are mostly privatized.

The Eclipse Foundation participates in Google's Summer of Code. Thank you for your interest in Eclipse. Eclipse is a great place to spend a summer learning, coding, participating and contributing. We are an exciting open source project with a vibrant community, and we look forward to your application and your project ideas.

A good way to meet those involved with the program is to participate in the soc-dev mailing list, or visit the #eclipse-soc and #eclipse IRC channels on Freenode.

The program is administered by Jelena Alter and Wayne Beaton. It's best if you use the public communication channel whenever possible; however, if you need to communicate in private, please feel free to send Jelena or Wayne a note (please use the public channels for any project-related discussion).
